Discontinuation of Temporary ARPA Related Rate Increases for Adult Day Health and Day Habilitation Providers

As you are aware, as part of its implementation of increased funding available pursuant to Section 9817 of the American Rescue Plan Act (ARPA) and drawing on additional Medicaid funding, the Executive Office of Health and Human Services (EOHHS) provided immediate time-limited rate enhancements aimed at strengthening and stabilizing the state’s home and community-based services (HCBS) and behavioral health workforce in response to the COVID-19 public health emergency. These temporary rate increases began on July 1, 2021 and are scheduled to end on June 30, 2022.

EOHHS recently conducted full rate reviews for both Adult Day Health (ADH) and Day Habilitation (DH) provider types with an emergency promulgation of revised rates effective July 1, 2022. Therefore, EOHHS will not be continuing the 10% rate enhancements previously available through ARPA.
